7-11 Surplus Advisory Committee
The Board authorized the formation of a surplus property “7-11” advisory committee at their meeting on September 18, 2023 with Resolution # 2023/24-05 Authorizing the Formation of a Surplus Property Advisory Committee (7/11 Committee) Pursuant to California Education Code §17387. A committee was formed with eleven members from each of the required areas of representation including: (a) the ethnic, age group, and socioeconomic composition of the District; (b) the business community, such as store owners, managers, or supervisors; (c) landowners or renters, with preference to be given to representatives of neighborhood associations; (d) teachers; (e) administrators; (f) parents of students; and (g) persons with expertise in environmental impact, legal contracts, building codes, and land use planning, including, but not limited to knowledge of the zoning and other land use restriction of the cities or cities and counties in which surplus space and real property is located. The committee has met three times, reviewed projected school enrollments, established a priority use list, held a public hearing, and has written a final report of findings to present to the Board of Trustees. The Committee presented a their Final Report and Recommendation at the January 16, 2024 Board of Trustees Meeting for acceptance. The next step in the process is for the Board of Trustees to consider seeking a waiver from the State Board of Education of the competitive bidding procedures set forth in Education Code section 17466, et seq., for the potential ground lease of District property located at 1300 South Knott Avenue, Anaheim, CA 92804, which property is known generally as the District’s “Hansen Park Property;” and 720 S. Western Avenue, Anaheim, CA 92804, which property is known generally as the District’s “Reid Park Property.”
NOTICE OF INTENT TO REQUEST WAIVER
NOTICE IS HEREBY GIVEN that the Board of Trustees (“Board”) of the Savanna School District (“District”), at the District’s Board meeting to be held at 4:30 p.m. on December 17, 2024, will consider seeking a waiver from the State Board of Education of the competitive bidding procedures set forth in Education Code section 17466, et seq., for the potential ground lease of District property located at 1300 South Knott Avenue, Anaheim, CA 92804, which property is known generally as the District’s “Hansen Park Property;” and 720 S. Western Avenue, Anaheim, CA 92804, which property is known generally as the District’s “Reid Park Property.” This public hearing will be held at the District’s Administration Office, located at 1330 S. Knott Ave., Anaheim, CA 92804. The Board invites public testimony regarding this matter.
